The discovery of DDT and two paint-based toxins in soil at the bottom of Moss Landing Harbor is waylaying dredging plans by the Army Corps of Engineers and worrying harbor administrators, who may end up footing a costly bill for the removal and disposal of the contaminated dredge spoils.
