In an effort to preserve its city center, the Salinas City Council on Aug. 8 will consider 14 proposals set forth by the Oldtown Salinas Association designed to attract businesses and residents to the downtown area by creating an "economic incentive zone"--a zone that will encompass roughly 20 square blocks in the heart of downtown Salinas.
