Less then a year has passed since Jose Angel Velasquez was elected Municipal Court Judge through a first-of-its-kind district election held in Monterey County. But since Velasquez was elected in June of 1995, the rookie jurist has emerged as a controversial figure in local judicial proceedings--drawing fire for his policy regarding drunk driving convictions.
