New Year''s Eve is just days away and the parties are ready to begin. As we slide from holiday revelry and into the first year of a new millennium--or maybe the second, no one knows--resolutions must be made, and with them those little promises you make yourself: to be healthier; to be kinder; to stop smoking so much. But is the New Year''s luster important enough to attach promises to? We got on the beat and slapped the pavement to find out.
